The State Department of Youth Affairs and Creative Economy was established through Executive Order No. 2 of November 2023 under the Ministry of Youth Affairs, Creative Economy and Sports. It is charged with the responsibility of empowering the Youth and developing the creative industry as a key driver of the Kenyan economy.
The State Department is in the process of developing a comprehensive Policy and Legal Framework for the Creative Economy. To this end, a Draft Creative Economy Policy and Draft Creative Industries Bill have been developed to enhance the policy and legal framework for the Implementation of the Bottom-Up Economic Transformation Agenda (BETA) and other related purposes.
The Constitution of Kenya, 2010 and the Statutory Instruments Act, 2013 mandate the involvement of stakeholders in the decision-making process. In this spirit, the Ministry conducted stakeholder meetings in; Nyeri, Embu, Nairobi, Mombasa, Nakuru, Eldoret, Kakamega, and Kisumu, concluding phase one.
We shall therefore hold additional public forums as listed below for comprehensive engagement between the Ministry and the General Public.
Members of the General Public, civil society, NGOs, professional groups, youths, women groups, persons living with disability, traders, and faith-based organizations are encouraged to participate.
The meetings will take place in the venues listed from 9:00 a.m.
The Draft Creative Economy Policy and the Creative Industries Bill can be obtained from the Ministry of Youth Affairs, Creative Economy and Sports website: www.youth.go.ke. The deadline for submitting memoranda has been extended to 5th February 2024.
